General provisions

This system aims to regulate the rules governing the operation of the "Souk Ahras Public Library" and to define the provisions applicable to library users, as well as the rights and obligations of each party. The provisions of this system apply to all beneficiaries, including students, professors, researchers, schoolchildren, and all social groups associated with the library.

Section One: Introduction to the Library and Conditions for Entry

Chapter One: Introduction to the Library, its Departments and Objectives

Rule 1:

The main library for public reading of Souk Ahras province is a public library that applies scientific techniques in processing its intellectual holdings: it applies the Dewey Decimal Classification system in classifying the sciences and disciplines within its holdings.

Rule 2:

The main Library for public reading in Souk Ahras performs the following tasks:

Chapter Two: Conditions for Entry

Rule 3:

The library is open every day of the week except public holidays and Fridays, from 8:00 AM to 5:00 PM. Its hours will be extended after winter until 7:00 PM. Any changes to the schedule will be announced in advance.

Rule 4:

Library adherents are not permitted to enter facilmities that is not designated for them.

Rule 5:

The children's space is intended for guidance and education, not for keeping children.

Rule 6:

library card must be shown upon entry and leave bags and wallets at the library entrance in the designated area, taking only valuables, as the library administration is not responsible for their loss.

Rule 7:

The loan form, along with the book and ID card, must be shown to the security guards upon exiting.

Rule 8:

Visits not authorized by the state, or those that have not obtained permission and approval from the library director, are not permitted, regardless of the justification or nature of the visit.

Section Two: Library Registration Requirements

Rule 9:

To join the library, the following file must be completed: (For adults over 18 years of age)

Rule 10:

The card is given to the reader personally, who is responsible for all documents loaned to him, and it is valid for one year only.

Rule 11:

The library administration must be notified of any change in the reader's personal information or in case of loss of the card.

Section Three: Lending and Reading

Rule 12:

The membership card must be presented with each loan.

Rule 13 :

The library has a lending system with two methods:
Internal Loan: Allows users to consult references within the reading room, provided that the number of books requested does not exceed three copies at a time.
External Loan: Allows borrowing three (3) books for a period of fifteen (15) days, renewable once.

rule 14 :

The reader can submit a request to reserve documents intended for loan; these requests cannot exceed two references.

Excludes dictionaries, letters, and rare, limited, or highly requested copies, which are marked with the phrase: "Do not lend"."

Rule 16 :

The reader must return borrowed documents in their original form and report any damage caused, observed, or caused by others.

Rule 17:

There is a supervisor in the hall; readers should follow his instructions and refer to him for inquiries, guidance, or to request any service.

Rule 18:

The reading room is a place for reviewing lessons, conducting research, and reading. To ensure this, the following must be observed:
Complete silence and individual reading; avoid group work and discussions that lead to chaos and noise in the room.
No food, drinks, or newspapers are allowed in the room, and smoking is prohibited.
Avoid leaning on books, writing in them, or placing them open. Examine them carefully and return them to their places in an upright position.

Section Four: Rules for Using the Internet and Computer Technology

Rule 19:

Internet use is subject to the principle of respecting the rules in force at the library.

Children's access to and use of the internet is only permitted with parental consent.

Rule 21:

Children under 14 years of age are only accepted with parental authorization.

Rule 22:

The use of various informational media and objective electronic media is permitted at the disposal of users, and library supervisors have the right to block or prevent the use of any site that may violate public law and the objectives of the library.

Rule 23:

The operation may be suspended in the event of special activities in the library halls or due to the exceptional closure of services.

Rule 24:

The daily hourly volume per individual should not exceed 55 minutes per day.

Rule 25:

Users of the hall are prohibited from using the internet for purposes other than scientific and cultural research, and no more than two people are allowed in front of each computer.

Rule 26 :

The process of utilizing automated information is done by showing the reader card to identify the user.

Rule 28:

To ensure the smooth operation and proper organization of the hall, everything mentioned previously in Articles Seventeen and Eighteen (17-18) regarding the organization of the reading room applies to it.

Chapter Five: The Child's Space

Rule 29:

The library welcomes children under school age accompanied by their parents at specific and announced times.

Rule 30:

Children under school age belong to age groups of 3 to 4 years and 5 to 6 years

Rule 31:

The time allotted for children under school age does not exceed one and a half hours.

Rule 32 :

School-aged children are received two or three times a week for two hours per session.

Rule 33 :

The library dedicates a day to receiving children with special needs/deaf-mute

Chapter Six: Language Mastery Workshops

The library offers three training workshops in the following areas:
French language proficiency
English language proficiency
Computer and internet skills

Rule 35 :

The total number of hours for each session should not exceed one and a half hours, provided that it does not exceed three hours per week.

Rule 36 :

The registration fee is determined by the administration.

Rule 37 :

Each registered member must adhere to the group they belong to and its schedule.

Section Seven: Violations and Penalties

Rule 38:

Any beneficiary who fails to respect or violates the internal regulations will be subject to specific disciplinary measures depending on the severity of the violation committed.

Rule 39 :

Disrespecting or insulting library staff and refusing their instructions is a violation of internal regulations and will result in the following penalties: a written warning or reprimand; card suspension and expulsion from the library for a specified period; or permanent card cancellation and removal from the user list.

Rule 40:

Book lenders who exceed the legal return period are subject to penalties determined by the lending program. These penalties are automatic and final, and review of them is at the discretion of the library director.

Section Eight: Concluding Provisions

Rule 41:

All students, staff, and users must respect the terms of this system and abide by its provisions for the smooth operation of the library.

Rule 42:

The library director is tasked with ensuring the implementation and adherence to this system.

Rule 43:

The terms and provisions of this system may be amended whenever necessary in the event of new developments or changes in circumstances, in accordance with the legal principle.

Rule 44:

The provisions of this system shall come into effect from the date of its approval by the relevant authorities.

Rule 45:

This internal system is published throughout the library and copies are given to members.
